AUDIT METHODOLOGY

Our audit approach emphasizes:

QUALITY CONTROL


We implement policies and procedures for five elements of quality control:

    All professional personnel should be familiar with and adhere to the independence, integrity, and objectivity rules, regulations, interpretations, and rulings of the AICPA, the State of California Board of Accountancy, the California Society of Certified Public Accountants, and state statues.
  2. Personnel Management
    Decisions for hiring, assigning, professional development, and advancement of professional personnel are based on the firm’s quality control policies and procedures.
  3. Acceptance and Continuance of Clients and Engagements
    For all audit engagements, the acceptability of clients and engagements should be reevaluated before the firm agrees to provide audit services.
  4. Engagement Performance
    All audit engagements should be properly planed, performed, supervised, reviewed, documented, and communicated in accordance with the requirements of professional standards, regulatory authorities, and the firm.
  5. Monitoring
    The quality control system should be monitored on an ongoing basis to provide the firm with reasonable assurance that the firm’s quality control system is suitably designed and effectively applied.
 

About C. J. Noe, CPA - NOE and Company

Mr. C. J. Noe has more than 15 years experience in non-profit audits. Before forming the firm, he served as a manager with Haile Girma & Co., and as an audit senior with Williams, Adley & Co., LLC and Ragland & Associates, Ltd. where he conducted various financial audits. He has a wide range of experience and education in auditing and consulting with large and small nonprofit organizations.

Mr. Noe graduated from Western Illinois University with a Master of Accountancy degree. He is licensed to practice in the State of California, is a member of the American Institute of Certified Public Accountants since 1991 and the California Society of Certified Public Accountants since 1996.
